An Iraqi woman's message to America

America - I HATE YOU.

May 11, 2009
Source

I hate everything you represent, everything you stand for, everything about you...EVERYTHING. I fucking hate you.

You completely destroyed my country, my home, my family, my relatives, my friends, you have completely ruined our lives with your greed, your apathy, your criminality, your hypocrisy, your evilness ..........I fucking hate you.

I FUCKING HATE YOU. HATE YOU with every fiber in my body, with every beat of my heart, with every breath I take....

Iraq's riches are being privatized...so your companies and those of the smelly once a month bathing Brits can enjoy their leisurely lives.

I still am not sure who is worse - the Jews of Israel or the Kurds of Iraq. Which Zionism is more lethal ?

Over 100'000 barrels of crude Iraqi oil are being given away by the Kurds to American, Norwegian and British companies. That amounts to a revenue of 5 Million dollars a day.

The Federal government of Baghdad, because this is what Al-Jazeera called it today, the Baghdad government as oppposed to the Kurdish government has agreed but the only thing it disagrees with - the names of the companies. It wanted a say in those hand picked companies, to please its Iranian masters.

Stealing our riches, stealing our lives, stealing our blood and living off it like some worm, like some parasite...I HATE YOU AMERICA.

The Kurdish Peshmergas, the ones you cried about being so oppressed, including your fucked up liberals and progressives of my ass...are waging a brutal war in Kirkuk and in Mosul, displacing hundreds of families....

The South is under total Iranian control, and deals are being made with your monsters of companies via the central Shiite government.

The Iraqi population is living in misery, fear, loss, destruction, neglect, poverty...while you are sucking on our blood, through the kurds and the shiites shits you have put into power...

I HATE YOU AMERICA. I HATE YOU.

Our families are torn apart, our lovers are torn apart, our neighborhoods are torn apart, we have become beggars, living off merciful handouts...

Merciful handouts that your so called "good will" people come to the rescue and try to help...assuaging the bit of conscience you have left. But you have no fucking conscience. You are just ego, you have embellished your acts with such denial, you are evil itself.

You ripped us of our dignity, us the proud Iraqis who would not bow to any human...for we carry history our shoulders, like a cross, like a burden, like a message...

I HATE YOU AMERICA.

Rows and rows of burned flesh, from your smart technology, your technology of death, fill hospitals...Fallujah, Mosul, Baghdad, Pakistan, Afghanistan, Palestine...

Rows of flesh, for your cannibalistic eyes and teeth...so you can dig your ugly teeth in more flesh...and orgasm at the sight...

I FUCKING HATE YOU.

Humanity ? What fucking Humanity ? You have no humanity, you have no soul, you have no fucking conscience...You are DEAD. A DEAD PEOPLE.

There is worse than physical death. There is a soul, moral death and you are fucking dead. You are nothing but armed skeletons on this earth...skeletons with tons of grease, flab, pulling your weight and your bellies that are never full, your barrels of bellies that look like endless holes that nothing can fill up...

You think you are so fucking sophisticated don't you ? You are fucking idiots with guns...even your so called intellectuals, I don't buy them for one cent...

Including your left, your anti-war shits, your liberals and the wanking Arabs that suck up to you like house niggers, I buy none of you for one cent...

Go ahead, kill as much as you want, burn, maim, tear down, build walls, displace as much as you want...

You are a worthless people and a worthless nation.

Lies about Pirates

I guess I don't have to tell you, dear reader, that everything you read in the media is not necessarily true. Oh, it may have bits and pieces of truth, but the general impression of the 'good guys' and the 'bad guys' is never as clear cut as the gatekeepers of news would wish us to believe. Is there a coin without two sides?

Thus far in the news, I have heard only about the Somalian pirates being the 'bad guys': yet, there is an untold side to this story which does not fit so neatly into the black/white hat story we have been told. Most of you know that history is also slanted in this way, especially the history of pirates. Bet you never heard of the famous women pirates like Grace O'Malley, and the reason why piracy evolved at all as an historical rebellion to imperialistic labour practices as far back as the 1500's.

These times are steeped in media deception, omissions which tell one side of the story to manipulate public opinion. Such is the case with the Somalian pirates. Consider the other side of the coin now, one which will not make the headlines on the evening news.

Johann Hari: You are being lied to about pirates

Some are clearly just gangsters.
But others are trying to stop illegal dumping and trawling

Monday, 5 January 2009 Source
Who imagined that in 2009, the world's governments would be declaring a new War on Pirates? As you read this, the British Royal Navy – backed by the ships of more than two dozen nations, from the US to China – is sailing into Somalian waters to take on men we still picture as parrot-on-the-shoulder pantomime villains. They will soon be fighting Somalian ships and even chasing the pirates onto land, into one of the most broken countries on earth. But behind the arrr-me-hearties oddness of this tale, there is an untold scandal. The people our governments are labelling as "one of the great menaces of our times" have an extraordinary story to tell – and some justice on their side.

Pirates have never been quite who we think they are. In the "golden age of piracy" – from 1650 to 1730 – the idea of the pirate as the senseless, savage Bluebeard that lingers today was created by the British government in a great propaganda heave. Many ordinary people believed it was false: pirates were often saved from the gallows by supportive crowds. Why? What did they see that we can't? In his book Villains Of All Nations, the historian Marcus Rediker pores through the evidence.

If you became a merchant or navy sailor then – plucked from the docks of London's East End, young and hungry – you ended up in a floating wooden Hell. You worked all hours on a cramped, half-starved ship, and if you slacked off, the all-powerful captain would whip you with the Cat O' Nine Tails. If you slacked often, you could be thrown overboard. And at the end of months or years of this, you were often cheated of your wages.

Pirates were the first people to rebel against this world. They mutinied – and created a different way of working on the seas. Once they had a ship, the pirates elected their captains, and made all their decisions collectively, without torture. They shared their bounty out in what Rediker calls "one of the most egalitarian plans for the disposition of resources to be found anywhere in the eighteenth century".

They even took in escaped African slaves and lived with them as equals. The pirates showed "quite clearly – and subversively – that ships did not have to be run in the brutal and oppressive ways of the merchant service and the Royal Navy." This is why they were romantic heroes, despite being unproductive thieves.

The words of one pirate from that lost age, a young British man called William Scott, should echo into this new age of piracy. Just before he was hanged in Charleston, South Carolina, he said: "What I did was to keep me from perishing. I was forced to go a-pirateing to live." In 1991, the government of Somalia collapsed. Its nine million people have been teetering on starvation ever since – and the ugliest forces in the Western world have seen this as a great opportunity to steal the country's food supply and dump our nuclear waste in their seas.

Yes: nuclear waste. As soon as the government was gone, mysterious European ships started appearing off the coast of Somalia, dumping vast barrels into the ocean. The coastal population began to sicken. At first they suffered strange rashes, nausea and malformed babies. Then, after the 2005 tsunami, hundreds of the dumped and leaking barrels washed up on shore. People began to suffer from radiation sickness, and more than 300 died.

Ahmedou Ould-Abdallah, the UN envoy to Somalia, tells me: "Somebody is dumping nuclear material here. There is also lead, and heavy metals such as cadmium and mercury – you name it." Much of it can be traced back to European hospitals and factories, who seem to be passing it on to the Italian mafia to "dispose" of cheaply. When I asked Mr Ould-Abdallah what European governments were doing about it, he said with a sigh: "Nothing. There has been no clean-up, no compensation, and no prevention."

At the same time, other European ships have been looting Somalia's seas of their greatest resource: seafood. We have destroyed our own fish stocks by overexploitation – and now we have moved on to theirs. More than $300m-worth of tuna, shrimp, and lobster are being stolen every year by illegal trawlers. The local fishermen are now starving. Mohammed Hussein, a fisherman in the town of Marka 100km south of Mogadishu, told Reuters: "If nothing is done, there soon won't be much fish left in our coastal waters."

This is the context in which the "pirates" have emerged. Somalian fishermen took speedboats to try to dissuade the dumpers and trawlers, or at least levy a "tax" on them. They call themselves the Volunteer Coastguard of Somalia – and ordinary Somalis agree. The independent Somalian news site WardheerNews found 70 per cent "strongly supported the piracy as a form of national defence".

No, this doesn't make hostage-taking justifiable, and yes, some are clearly just gangsters – especially those who have held up World Food Programme supplies. But in a telephone interview, one of the pirate leaders, Sugule Ali: "We don't consider ourselves sea bandits. We consider sea bandits [to be] those who illegally fish and dump in our seas." William Scott would understand.

Did we expect starving Somalians to stand passively on their beaches, paddling in our toxic waste, and watch us snatch their fish to eat in restaurants in London and Paris and Rome? We won't act on those crimes – the only sane solution to this problem – but when some of the fishermen responded by disrupting the transit-corridor for 20 per cent of the world's oil supply, we swiftly send in the gunboats.

The story of the 2009 war on piracy was best summarised by another pirate, who lived and died in the fourth century BC. He was captured and brought to Alexander the Great, who demanded to know "what he meant by keeping possession of the sea." The pirate smiled, and responded: "What you mean by seizing the whole earth; but because I do it with a petty ship, I am called a robber, while you, who do it with a great fleet, are called emperor." Once again, our great imperial fleets sail – but who is the robber?

The Anti-Empire Report: Change (in rhetoric) we can believe in

This is the latest article from William Blum, who is always a fascinating read. I always like to start with the punch line reading his articles. Long but excellent article.

But you are committed to the empire;
and the empire is committed to war. Too bad.

February 3rd, 2009
by William Blum
Source

I’ve said all along that whatever good changes might occur in regard to non-foreign policy issues, such as what’s already taken place concerning the environment and abortion, the Obama administration will not produce any significantly worthwhile change in US foreign policy; little done in this area will reduce the level of misery that the American Empire regularly brings down upon humanity. And to the extent that Barack Obama is willing to clearly reveal what he believes about anything controversial, he appears to believe in the empire.

The Obamania bubble should already have begun to lose some air with the multiple US bombings of Pakistan within the first few days following the inauguration. The Pentagon briefed the White House of its plans, and the White House had no objection. So bombs away — Barack Obama’s first war crime. The dozens of victims were, of course, all bad people, including all the women and children. As with all these bombings, we’ll never know the names of all the victims — It’s doubtful that even Pakistan knows — or what crimes they had committed to deserve the death penalty. Some poor Pakistani probably earned a nice fee for telling the authorities that so-and-so bad guy lived in that house over there; too bad for all the others who happened to live with the bad guy, assuming of course that the bad guy himself actually lived in that house over there.

The new White House press secretary, Robert Gibbs, declined to answer questions about the first airstrikes, saying “I’m not going to get into these matters.”1 Where have we heard that before?

After many of these bombings in recent years, a spokesperson for the United States or NATO has solemnly declared: “We regret the loss of life.” These are the same words used by the Irish Republican Army (IRA) on a number of occasions, but their actions were typically called “terrorist”.

I wish I could be an Obamaniac. I envy their enthusiasm. Here, in the form of an open letter to President Obama, are some of the “changes we can believe in” in foreign policy that would have to occur to win over the non-believers like me.

Iran
Just leave them alone. There is no “Iranian problem”. They are a threat to no one. Iran hasn’t invaded any other country in centuries. No, President Ahmadinejad did not threaten Israel with any violence. Stop patrolling the waters surrounding Iran with American warships. Stop halting Iranian ships to check for arms shipments to Hamas. (That’s generally regarded as an act of war.) Stop using Iranian dissident groups to carry out terrorist attacks inside Iran. Stop kidnaping Iranian diplomats. Stop the continual spying and recruiting within Iran. And yet, with all that, you can still bring yourself to say: “If countries like Iran are willing to unclench their fist, they will find an extended hand from us.”2

Iran has as much right to arm Hamas as the US has to arm Israel. And there is no international law that says that the United States, the UK, Russia, China, Israel, France, Pakistan, and India are entitled to nuclear weapons, but Iran is not. Iran has every reason to feel threatened. Will you continue to provide nuclear technology to India, which has not signed the nuclear Non-Proliferation Treaty, while threatening Iran, an NPT signatory, with sanctions and warfare?

Russia
Stop surrounding the country with new NATO members. Stop looking to instigate new “color” revolutions in former Soviet republics and satellites. Stop arming and supporting Georgia in its attempts to block the independence of South Ossetia and Abkhasia, the breakaway regions on the border of Russia. And stop the placement of anti-missile systems in Russia’s neighbors, the Czech Republic and Poland, on the absurd grounds that it’s to ward off an Iranian missile attack. It was Czechoslovakia and Poland that the Germans also used to defend their imperialist ambitions — The two countries were being invaded on the grounds that Germans there were being maltreated. The world was told.

“The U.S. government made a big mistake from the breakup of the Soviet Union,” said former Soviet leader Mikhail Gorbachev last year. “At that time the Russian people were really euphoric about America and the U.S. was really number one in the minds of many Russians.” But, he added, the United States moved aggressively to expand NATO and appeared gleeful at Russia’s weakness.3

Cuba
Making it easier to travel there and send remittances is very nice (if, as expected, you do that), but these things are dwarfed by the need to end the US embargo. In 1999, Cuba filed a suit against the United States for $181.1 billion in compensation for economic losses and loss of life during the almost forty years of this aggression. The suit held Washington responsible for the death of 3,478 Cubans and the wounding and disabling of 2,099 others. We can now add ten more years to all three figures. The negative, often crippling, effects of the embargo extend into every aspect of Cuban life.

In addition to closing Guantanamo prison, the adjacent US military base established in 1903 by American military force should be closed and the land returned to Cuba.

The Cuban Five, held prisoner in the United States for over 10 years, guilty only of trying to prevent American-based terrorism against Cuba, should be released. Actually there were 10 Cubans arrested; five knew that they could expect no justice in an American court and pled guilty to get shorter sentences.4

Iraq
Freeing the Iraqi people to death … Nothing short of a complete withdrawal of all US forces, military and contracted, and the closure of all US military bases and detention and torture centers, can promise a genuine end to US involvement and the beginning of meaningful Iraqi sovereignty. To begin immediately. Anything less is just politics and imperialism as usual. In six years of war, the Iraqi people have lost everything of value in their lives. As the Washington Post reported in 2007: “It is a common refrain among war-weary Iraqis that things were better before the U.S.-led invasion in 2003.”5 The good news is that the Iraqi people have 5,000 years experience in crafting a society to live in. They should be given the opportunity.

Saudi Arabia
Demand before the world that this government enter the 21st century (or at least the 20th), or the United States has to stop pretending that it gives a damn about human rights, women, homosexuals, religious liberty, and civil liberties. The Bush family had long-standing financial ties to members of the Saudi ruling class. What will be your explanation if you maintain the status quo?

Haiti
Reinstate the exiled Jean Bertrand Aristide to the presidency, which he lost when the United States overthrew him in 2004. To seek forgiveness for our sins, give the people of Haiti lots and lots of money and assistance.

Colombia

Stop giving major military support to a government that for years has been intimately tied to death squads, torture, and drug trafficking; in no other country in the world have so many progressive candidates for public office, unionists, and human-rights activists been murdered. Are you concerned that this is the closest ally the United States has in all of Latin America?

Venezuela
Hugo Chavez may talk too much but he’s no threat except to the capitalist system of Venezuela and, by inspiration, elsewhere in Latin America. He has every good historical reason to bad-mouth American foreign policy, including Washington’s role in the coup that overthrew him in 2002. If you can’t understand why Chavez is not in love with what the United States does all over the world, I can give you a long reading list.

Put an end to support for Chavez’s opposition by the Agency for International Development, the National Endowment for Democracy, and other US government agencies. US diplomats should not be meeting with Venezuelans plotting coups against Chavez, nor should they be interfering in elections.

Send Luis Posada from Florida to Venezuela, which has asked for his extradition for his masterminding the bombing of a Cuban airline in 1976, taking 73 lives. Extradite the man, or try him in the US, or stop talking about the war on terrorism.

And please try not to repeat the nonsense about Venezuela being a dictatorship. It’s a freer society than the United States. It has, for example, a genuine opposition daily media, non-existent in the United States. If you doubt that, try naming a single American daily newspaper or TV network that was unequivocally against the US invasions of Iraq, Afghanistan, Yugoslavia, Panama, Grenada, and Vietnam. Or even against two of them? How about one? Is there a single one that supports Hamas and/or Hezbollah? A few weeks ago, the New York Times published a story concerning a possible Israeli attack upon Iran, and stated: “Several details of the covert effort have been omitted from this account, at the request of senior United States intelligence and administration officials, to avoid harming continuing operations.”6

Alas, Mr. President, among other disparaging remarks, you’ve already accused Chavez of being “a force that has interrupted progress in the region.”7 This is a statement so contrary to the facts, even to plain common sense, so hypocritical given Washington’s history in Latin America, that I despair of you ever freeing yourself from the ideological shackles that have bound every American president of the past century. It may as well be inscribed in their oath of office — that a president must be antagonistic toward any country that has expressly rejected Washington as the world’s savior. You made this remark in an interview with Univision, Venezuela’s leading, implacable media critic of the Chavez government. What regional progress could you be referring to, the police state of Colombia?

Bolivia
Stop American diplomats, Peace Corps volunteers, Fulbright scholars, and the U.S. Drug Enforcement Administration, from spying and fomenting subversion inside Bolivia. As the first black president of the United States, you could try to cultivate empathy toward, and from, the first indigenous president of Bolivia. Congratulate Bolivian president Evo Morales on winning a decisive victory on a recent referendum to approve a new constitution which enshrines the rights of the indigenous people and, for the first time, institutes separation of church and state.

Afghanistan
Perhaps the most miserable people on the planet, with no hope in sight as long as the world’s powers continue to bomb, invade, overthrow, occupy, and slaughter in their land. The US Army is planning on throwing 30,000 more young American bodies into the killing fields and is currently building eight new major bases in southern Afghanistan. Is that not insane? If it makes sense to you I suggest that you start the practice of the president accompanying the military people when they inform American parents that their child has died in a place called Afghanistan.

If you pull out from this nightmare, you could also stop bombing Pakistan. Leave even if it results in the awful Taliban returning to power. They at least offer security to the country’s wretched, and indications are that the current Taliban are not all fundamentalists.

But first, close Bagram prison and other detention camps, which are worse than Guantanamo.

And stop pretending that the United States gives a damn about the Afghan people and not oil and gas pipelines which can bypass Russia and Iran. The US has been endeavoring to fill the power vacuum in Central Asia created by the Soviet Union’s dissolution in order to assert Washington’s domination over a region containing the second largest proven reserves of petroleum and natural gas in the world. Is Afghanistan going to be your Iraq?

Israel
The most difficult task for you, but the one that would earn for you the most points. To declare that Israel is no longer the 51st state of the union would bring down upon your head the wrath of the most powerful lobby in the world and its many wealthy followers, as well as the Christian-fundamentalist Right and much of the media. But if you really want to see peace between Israel and Palestine you must cut off all military aid to Israel, in any form: hardware, software, personnel, money. And stop telling Hamas it has to recognize Israel and renounce violence until you tell Israel that it has to recognize Hamas and renounce violence.

North Korea
Bush called the country part of “the axis of evil”, and Kim Jong Il a “pygmy” and “a spoiled child at a dinner table.”8 But you might try to understand where Kim Jong Il is coming from. He sees that UN agencies went into Iraq and disarmed it, and then the United States invaded. The logical conclusion is not to disarm, but to go nuclear.

Central America
Stop interfering in the elections of Nicaragua, El Salvador and Guatemala, year after year. The Cold War has ended. And though you can’t undo the horror perpetrated by the United States in the region in the 1980s, you can at least be kind to the immigrants in the US who came here trying to escape the long-term consequences of that terrible decade.

Vietnam
In your inauguration speech you spoke proudly of those “who have carried us up the long, rugged path towards prosperity and freedom … For us, they fought and died, in places like … Khe Sanh.” So it is your studied and sincere opinion that the 58,000 American sevicemembers who died in Vietnam, while helping to kill over a million Vietnamese, gave their life for our prosperity and freedom? Would you care to defend that proposition without resort to any platitudes?

You might also consider this: In all the years since the Vietnam War ended, the three million Vietnamese suffering from diseases and deformities caused by US sprayings of the deadly chemical “Agent Orange” have received from the United States no medical attention, no environmental remediation, no compensation, and no official apology.

Kosovo
Stop supporting the most gangster government in the world, which has specialized in kidnaping, removing human body parts for sale, heavy trafficking in drugs, trafficking in women, various acts of terrorism, and ethnic cleansing of Serbs. This government would not be in power if the Bush administration had not seen them as America’s natural allies. Do you share that view? UN Resolution 1244, adopted in 1999, reaffirmed the sovereignty and territorial integrity of the former Federal Republic of Yugoslavia to which Serbia is now the recognized successor state, and established that Kosovo was to remain part of Serbia. Why do we have a huge and permanent military base in that tiny self-declared country?

NATO
From protecting Europe against a [mythical] Soviet invasion to becoming an occupation army in Afghanistan. Put an end to this historical anachronism, what Russian leader Vladimir called “the stinking corpse of the cold war.”9. You can accomplish this simply by leaving the organization. Without the United States and its never-ending military actions and officially-designated enemies, the organization would not even have the pretense of a purpose, which is all it has left. Members have had to be bullied, threatened and bribed to send armed forces to Afghanistan.

School of the Americas
Latin American countries almost never engage in war with each other, or any other countries. So for what kind of warfare are its military officers being trained by the United States? To suppress their own people. Close this school (the name has now been changed to protect the guilty) at Ft. Benning, Georgia that the United States has used to prepare two generations of Latin American military officers for careers in overthrowing progressive governments, death squads, torture, holding down dissent, and other charming activities. The British are fond of saying that the Empire was won on the playing fields of Eton. Americans can say that the road to Abu Ghraib, Guantanamo, and Bagram began in the classrooms of the School of the Americas.

Torture
Your executive orders concerning this matter of utmost importance are great to see, but they still leave something to be desired. They state that the new standards ostensibly putting an end to torture apply to any “armed conflict”. But what if your administration chooses to view future counterterrorism and other operations as not part of an “armed conflict”? And no mention is made of “rendition” — kidnaping a man off the street, throwing him in a car, throwing a hood over his head, stripping off his clothes, placing him in a diaper, shackling him from every angle, and flying him to a foreign torture dungeon. Why can’t you just say that this and all other American use of proxy torturers is banned? Forever.

It’s not enough to say that you’re against torture or that the United States “does not torture” or “will not torture”. George W. Bush said the same on a regular basis. To show that you’re not George W. Bush you need to investigate those responsible for the use of torture, even if this means prosecuting a small army of Bush administration war criminals.

You aren’t off to a good start by appointing former CIA official John O. Brennan as your top adviser on counterterrorism. Brennan has called “rendition” a “vital tool” and praised the CIA’s interrogation techniques for providing “lifesaving” intelligence.10 Whatever were you thinking, Barack?

Abdelbaset Ali Mohmed al Megrahi
Free this Libyan man from his prison in Scotland, where he is serving a life sentence after being framed by the United States for the bombing of PanAm flight 103 in December 1988, which took the lives of 270 people over Scotland. Iran was actually behind the bombing — as revenge for the US shooting down an Iranian passenger plane in July, killing 290 — not Libya, which the US accused for political reasons.11 Nations do not behave any more cynical than that. Megrahi lies in prison now dying of cancer, but still the US and the UK will not free him. It would be too embarrassing to admit to 20 years of shameless lying.

Mr. President, there’s a lot more to be undone in our foreign policy if you wish to be taken seriously as a moral leader like Martin Luther King, Jr.: banning the use of depleted uranium, cluster bombs, and other dreadful weapons; joining the International Criminal Court instead of trying to sabotage it; making a number of other long-overdue apologies in addition to the one mentioned re Vietnam; and much more. You’ve got your work cut out for you if you really want to bring some happiness to this sad old world, make America credible and beloved again, stop creating armies of anti-American terrorists, and win over people like me.

And do you realize that you can eliminate all state and federal budget deficits in the United States, provide free health care and free university education to every American, pay for an unending array of worthwhile social and cultural programs, all just by ending our wars in Iraq and Afghanistan, not starting any new ones, and closing down the Pentagon’s 700+ military bases? Think of it as the peace dividend Americans were promised when the Cold War would end some day, but never received. How about you delivering it, Mr. President? It’s not too late.

But you are committed to the empire; and the empire is committed to war. Too bad.

More Evidence: Israel, British Gas & Gaza

For those of you who have doubts about the 'coincidence' of the Gaza invasion by Israel, please refer to the four reference articles below and urls: Timeline, Press releases, Reuters, BG website, Geopolitical analysis.

I cannot do better than to present the reader with materials with which analyse all the aspects of this horror in Gaza. Some will read the articles and will still be denial. I cannot help that: we are each responsible for our own intellectual integrity.

The map above is taken from the BG website and the Group confirms it owns 90% of the license rights for the gas fields. What BG Group says about itself and Gaza.

BG Group says progress made on deal
for Israel to purchase Palestinian gas

23/05/2007
By Reuters and Haaretz Service

Haartz

British gas producer BG Group is making progress in talks about supplying Palestinian gas to Israel from off the Gaza coast but political tensions remain an obstacle to a potential deal, it said on Wednesday.

A deal would have a significant impact on the Palestinian government, which is in the middle of a cash crunch. It would result in $100 million a year in taxes, royalties and equity.

The British newspaper The Times reported that the group was poised to agree on the terms of a $4 billion deal to supply gas to Israel, with representatives from the British energy firm scheduled to meet Israeli negotiators next week.

"At the moment we are making progress in the negotiations. but any potential deal will require bilateral engagement between the two governments [Israel and Palestinian Authority] to get the project across the line," a BG spokesman said.

"There are still commercial issues to be resolved in the negotiations but the fundamental point here is that bilateral engagement is absolutely essential to get any project across the line."

The spokesman declined to comment on the estimated value of the 15-20 year project.

Sources close to the negotiations have told Haaretz in the past that the terms of the deal would have to meet defense establishment criteria regarding money transfers to the Palestinian Authority.

At its Gaza Marine site that is in Palestinian hands, BG has found one trillion cubic feet of natural gas.

Israel has said it would like to buy 1.5 billion cubic meters a year of natural gas from BG, as the country aims to increase its natural gas consumption.

Fishermen's Rights versus
the Development of Natural Gas

BACKGROUND:
There is an historical connection between the Gazan community and the off shore fishery. In recent times some 3000 fishermen in over 700 boats made their livelihood in the waters off the shores of Gaza. Before 1978 when the fishing area included the sea off the Sinai coastline the area covered some 75,000 square kilometers.

The larger boats are about 20 meters in length and usually carry a crew of 7. They are typically trawlers using downriggers to lower their nets to the ocean bed. Currently their main catch is bream or sardines that average between 8 and 14 inches. The smallest craft are rowboats normally used to deploy nets a few hundred meters off shore. The nets are then hauled in by hand from the beach. These catches are very modest.

After the 1994 GAZA-JERICHO AGREEMENT the fishermen were free to use a corridor extending 20 nautical miles from the Gaza shore bounded by restricted zones to the north and south abutting Israeli and Egyptian waters. After the UN's 2002 Bertini proposal the approved location was reduced to an area within 12 nautical miles of the coast. More recently the area available has been reduced to 300 square kilometers.

Beginning in late 2000 the Israeli military began a campaign of intimidation and harassment against the fishing boats that ventured near or beyond a 6 nautical mile limit. No formal notice or explanation was ever given to the Palestinians. Instead the regulation was written and enforced by Israeli machine guns and water cannons. At least 14 fishermen have been killed by the Israelis, over 200 injured and numerous boats damaged or impounded.

WHY?
In the late 1990's the British Gas Group (BG Group) discovered a vast deposit of natural gas under the waters off Gaza: Over 1 trillion cubic feet equal to 150 million barrels of oil was estimated to be there. A significantly smaller deposit was also found in nearby Israeli waters.

On 11/8/99 Chairman Yasser Arafat signed an agreement giving BG Group 90 percent interest and 10 per cent to Consolidated Contractors Company, an Athens based Palestinian entity connected to the PLO. A final allocation of the rights continues to be contested between BG Group, Israel, Egypt and the Palestinians in obscured ongoing negotiations. The Israelis began their program of killing and harassing the Gazan fishermen only after the discovery of the natural gas deposits. It is a reasonable assumption that the two events are linked: That the Israelis are asserting control over this resource valued at over 4 billion dollars; And that they are intent on denying any benefit to the Palestinians regardless of who controls Gaza.

TIMELINE:
May 4, 1994: PLO Chairman Yasser Arafat and Israeli Prime Minister Yitzhak Rabin signed The Gaza-Jericho Agreement. Article XI established three Maritime Activity Zones that extended out to sea 20 nautical miles from the coast of Gaza. Two narrow Zones running parallel to the boundaries of Egyptian and Israeli waters were designated No Fishing Areas. Under the terms of the Agreement the larger remaining Zone "will be open for fishing, recreation and economic activities." The Gazan fishermen operated freely for the next 6 years within this Zone with no major confrontations with the Israelis.

- Late 1990's: The British Gas Group (later BG Group) began explorations off the Israeli and Gazan coasts for natural gas. A modest deposit was found in Israeli waters close to the Gaza Marine Activity Zone. A significantly larger deposit was found in a section of this Zone centered some 10 to 15 nautical miles offshore. It was estimated that there were sufficient reserves to generate electric power for all Palestinian needs for a decade and still have surplus to export.

- July 25, 2000: Yasser Arafat walked out on the Camp David meeting.

- September 27, 2000: Yasser Arafat traveled 19 miles off the Gaza coast to light the first flare stack flowing from the natural gas. An Israeli oil consortium had contested the Palestinian rights to the gas but was overturned in an Israeli court. The initial agreement with the BG Group gave them 90 percent interest and 10 percent to Consolidated Contractors Company, an Athens based Palestinian group. They and the Palestinian Investment Fund (PIF) had the option to later assume up to 40 per cent interest.

Initially BG Group negotiated with Egypt to run an undersea pipeline designed to import the gas. Under pressure from Tony Blair BG Group was forced to negotiate with the Israelis instead. Those discussions, which centered over price, have been so long and contentious that BG Group closed their Israel office and again began dealing with Egypt.

- September 28, 2000: Ariel Sharon visited the Temple Mount despite warnings by Arafat and other leading Palestinians. The predictable riots and deaths following this provocation marked the beginning of 2nd Intafada. Sharon was elected Prime Minister in February 2001. He vowed that Israel would never buy gas from the Palestinians. After the outbreak of the 2nd Intafada the Israelis began an ever-tightening blockade of Gaza with fewer and fewer trucks allowed to enter.

- Late 2000: Attacks by Israeli patrol boats against Gazan fishing boats began and have continued to this day. These attacks began 5 years before Hamas freely won the legislative elections on January 25, 2006. It is apparent that these assaults on the fishermen had nothing to do with security or with Hamas. Instead it had everything to do with a 4 billion dollar resource belonging to the Palestinians.

- August, 2002: In response to a request from Prime Minister Sharon, the Secretary-General of the United Nations appointed Ms. Catherine Bertini as his Personal Humanitarian Envoy to asses humanitarian needs of the Palestinians. At the end of her visit to the area she made numerous recommendations including one that dealt with the fishing boats. In her report she included a list of "Previous Commitments Made by Israel". Item 2 states: "The fishing zone for Palestinian fishing boats off the Gaza coast is 12 nautical miles. This policy needs to be fully implemented." But never was!

- Although the attacks occurred throughout the Maritime Activity Zone they were more common once a boat had passed the 6-mile limit. Most boats now carry GPS's in order to know their exact positions. Some captains are intimidated by the Israeli threat and turn back before crossing the line. Others go further despite the increased danger from the Israelis. The fishery closer to shore has collapsed after so many boats were forced to operate in such a limited area. In addition the waters near shore are polluted due to sewage pouring in from broken pipes. One more consequence of an infrastructure crippled by the Israelis. Since the outset of these assaults at least 14 fishermen have been killed and over 200 injured. Boats continue to be damaged or impounded.

9/12/05 - Israel announced that it had ended the occupation of Gaza and withdrew its forces. It maintained control of land and sea-lanes as well as all border crossings on land.

1/25/06 - Hamas won 76 of 132 seats in the Palestinian Legislative Council in an open honest election. After a bloody battle with Fatah elements Hamas took control of Gaza. Israel and the United States branded Hamas a terrorist organization and have had no public contact with it thereafter. The restrictions at the border crossings were tightened further with severe limitations on the traffic of produce, materials, medicines and people. Anemia and malnutrition were widespread as a result.

Early June 2008 - Israeli Defense Minister Ehud Barak instructed the Israel Defense Forces to covertly prepare for an invasion of Gaza to be known as operation "Cast Lead".

June, 2008 -Israel contacted BG Group to propose reopening negotiations over the natural gas deposits. Actual negotiations overseen by Ehud Olmert were taking place in October, 2008. It appears that Israel wished to reach an agreement with BG Group before the secretly planned invasion began.

6/19/08 - Hamas and Israel signed a 6-month truce agreement calling for cessation of rocket firings by Hamas and military incursions by Israel. In May over 300 rockets had been fired. In September only 5 to 10 were fired. Hamas was lead to believe that significant increase in shipments would be allowed to enter Gaza. Before the truce roughly 70 trucks were allowed to bring provisions into Gaza each day compared with some 900 permitted before the Israeli clamp down in 2000. Hamas believed that a similar flow of traffic would be restored. Instead Israel allowed only an increase from the 70 to 90 trucks.

11/5/08 - IDF forces killed 6 Palestinians while supposedly searching for a tunnel passing under the border. In effect the truce was over after this provocation. During the next 5 weeks 237 rockets were fired into Israel compared with the 5 to 10 fired in September. The increase in rocket fire was Israel's public justification for launching the long planned "Cast Lead" invasion.

11/18/08 - An Egyptian court ordered the government to stop shipping natural gas to Israel. Under a 2005 agreement Egypt agreed to deliver 1.7 billion cubic meters of gas to Israel over a 15-year period. The gas began to flow in May, 2008. A lawsuit followed seeking to bar delivery since the Parliament had not given its approval. The court supported the lawsuit and its findings are being appealed. The potential cutoff of the gas from Egypt gave Israel even more incentive to take control of the Gaza Marine deposits and to deny any benefits to Palestinians whether Hamas or Fatah.

11/18/08 - Israeli naval vessels attacked three Palestinian fishing boats located seven miles off the coast of Deir Al Balah, clearly within the limits permitted in the 1994 Gaza-Jericho Agreement. Fifteen Palestinian fishermen and three international observers were kidnapped and taken with the boats to Israel. The fishermen were held for a day and then released. The boats were eventually returned but damaged. The internationals were jailed in Israel for many days and then deported.

12/27/08 - Israel began bombing Gaza as phase 1 of operation "Cast Lead". The vast natural gas deposits of Gaza Marine 1 and 2 rest a few miles offshore.

To the victor the spoils one more time? Only time and perhaps the conscience of the world will determine.

Although the violations of law and basic human rights to the Gazan fishermen pale in comparison to the horrors that have unfolded they should not be forgot or forgiven. Based on the limited reports coming from Gaza due to Israeli restrictions on journalists it is possible that there are no fishing boats left or even a harbor. Perhaps justice will never be served on those who initiated and perpetuated these assaults. But let us never forget that the greed and self-interest embodied in these policies are those of a country that has lost its shame. Has lost its honor.

David K. Schermerhorn has traveled on humanitarian missions to Gaza on three separate occasions in recent months aboard Free Gaza (www.freegaza.org) boats. He spent spent two days aboard fishing boats that were harassed by Israeli machine gun fire and assaulted by water cannons.

Israeli Invasion and Gaza's Offshore Gas Fields

Gaza's offshore marine area is contiguous

The military invasion of the Gaza Strip by Israeli Forces bears a direct relation to the control and ownership of strategic offshore gas reserves.

This is a war of conquest. Discovered in 2000, there are extensive gas reserves off the Gaza coastline.

British Gas (BG Group) and its partner, the Athens based Consolidated Contractors International Company (CCC) owned by Lebanon's Sabbagh and Koury families, were granted oil and gas exploration rights in a 25 year agreement signed in November 1999 with the Palestinian Authority.

The rights to the offshore gas field are respectively British Gas (60 percent); Consolidated Contractors (CCC) (30 percent); and the Investment Fund of the Palestinian Authority (10 percent). (Haaretz, October 21, 2007).

The PA-BG-CCC agreement includes field development and the construction of a gas pipeline. (Middle East Economic Digest, Jan 5, 2001).

The BG licence covers the entire Gazan offshore marine area, which is contiguous to several Israeli offshore gas facilities. It should be noted that 60 percent of the gas reserves along the Gaza-Israel coastline belong to Palestine.

The BG Group drilled two wells in 2000: Gaza Marine-1 and Gaza Marine-2. Reserves are estimated by British Gas to be of the order of 1.4 trillion cubic feet, valued at approximately 4 billion dollars. These are the figures made public by British Gas. The size of Palestine's gas reserves could be much larger.

Who Owns the Gas Fields?

The issue of sovereignty over Gaza's gas fields is crucial. From a legal standpoint, the gas reserves belong to Palestine.

The death of Yasser Arafat, the election of the Hamas government and the ruin of the Palestinian Authority have enabled Israel to establish de facto control over Gaza's offshore gas reserves.

British Gas (BG Group) has been dealing with the Tel Aviv government. In turn, the Hamas government has been bypassed in regards to exploration and development rights over the gas fields.

The election of Prime Minister Ariel Sharon in 2001 was a major turning point. Palestine's sovereignty over the offshore gas fields was challenged in the Israeli Supreme Court. Sharon stated unequivocally that Israel would never buy gas from Palestine, intimating that Gaza's offshore gas reserves belong to Israel.

In 2003, Ariel Sharon, vetoed an initial deal, which would allow British Gas to supply Israel with natural gas from Gaza's offshore wells. (The Independent, August 19, 2003)

The election victory of Hamas in 2006 was conducive to the demise of the Palestinian Authority, which became confined to the West Bank, under the proxy regime of Mahmoud Abbas.

In 2006, British Gas "was close to signing a deal to pump the gas to Egypt." (Times, May, 23, 2007). According to reports, British Prime Minister Tony Blair intervened on behalf of Israel with a view to shunting the agreement with Egypt.

The following year, in May 2007, the Israeli Cabinet approved a proposal by Prime Minister Ehud Olmert "to buy gas from the Palestinian Authority." The proposed contract was for $4 billion, with profits of the order of $2 billion of which one billion was to go the Palestinians.

Tel Aviv, however, had no intention of sharing the revenues with Palestine. An Israeli team of negotiators was set up by the Israeli Cabinet to thrash out a deal with the BG Group, bypassing both the Hamas government and the Palestinian Authority:

"Israeli defence authorities want the Palestinians to be paid in goods and services and insist that no money go to the Hamas-controlled Government." (Ibid)

The objective was essentially to nullify the contract signed in 1999 between the BG Group and the Palestinian Authority under Yasser Arafat.

Under the proposed 2007 agreement with BG, Palestinian gas from Gaza's offshore wells was to be channeled by an undersea pipeline to the Israeli seaport of Ashkelon, thereby transferring control over the sale of the natural gas to Israel.

The deal fell through. The negotiations were suspended:

"Mossad Chief Meir Dagan opposed the transaction on security grounds, that the proceeds would fund terror". (Member of Knesset Gilad Erdan, Address to the Knesset on "The Intention of Deputy Prime Minister Ehud Olmert to Purchase Gas from the Palestinians When Payment Will Serve Hamas," March 1, 2006, quoted in Lt. Gen. (ret.) Moshe Yaalon, Does the Prospective Purchase of British Gas from Gaza's Coastal Waters Threaten Israel's National Security? Jerusalem Center for Public Affairs, October 2007)

Israel's intent was to foreclose the possibility that royalties be paid to the Palestinians. In December 2007, The BG Group withdrew from the negotiations with Israel and in January 2008 they closed their office in Israel. (BG website).

Invasion Plan on The Drawing Board

The invasion plan of the Gaza Strip under "Operation Cast Lead" was set in motion in June 2008, according to Israeli military sources:

"Sources in the defense establishment said Defense Minister Ehud Barak instructed the Israel Defense Forces to prepare for the operation over six months ago [June or before June], even as Israel was beginning to negotiate a ceasefire agreement with Hamas."(Barak Ravid, Operation "Cast Lead": Israeli Air Force strike followed months of planning, Haaretz, December 27, 2008)

That very same month, the Israeli authorities contacted British Gas, with a view to resuming crucial negotiations pertaining to the purchase of Gaza's natural gas:

"Both Ministry of Finance director general Yarom Ariav and Ministry of National Infrastructures director general Hezi Kugler agreed to inform BG of Israel's wish to renew the talks.

The sources added that BG has not yet officially responded to Israel's request, but that company executives would probably come to Israel in a few weeks to hold talks with government officials." (Globes online- Israel's Business Arena, June 23, 2008)

The decision to speed up negotiations with British Gas (BG Group) coincided, chronologically, with the planning of the invasion of Gaza initiated in June. It would appear that Israel was anxious to reach an agreement with the BG Group prior to the invasion, which was already in an advanced planning stage.

Moreover, these negotiations with British Gas were conducted by the Ehud Olmert government with the knowledge that a military invasion was on the drawing board. In all likelihood, a new "post war" political-territorial arrangement for the Gaza strip was also being contemplated by the Israeli government.

In fact, negotiations between British Gas and Israeli officials were ongoing in October 2008, 2-3 months prior to the commencement of the bombings on December 27th.

In November 2008, the Israeli Ministry of Finance and the Ministry of National Infrastructures instructed Israel Electric Corporation (IEC) to enter into negotiations with British Gas, on the purchase of natural gas from the BG's offshore concession in Gaza. (Globes, November 13, 2008)

"Ministry of Finance director general Yarom Ariav and Ministry of National Infrastructures director general Hezi Kugler wrote to IEC CEO Amos Lasker recently, informing him of the government's decision to allow negotiations to go forward, in line with the framework proposal it approved earlier this year.

The IEC board, headed by chairman Moti Friedman, approved the principles of the framework proposal a few weeks ago. The talks with BG Group will begin once the board approves the exemption from a tender." (Globes Nov. 13, 2008)

Gaza and Energy Geopolitics

The military occupation of Gaza is intent upon transferring the sovereignty of the gas fields to Israel in violation of international law.

What can we expect in the wake of the invasion?

What is the intent of Israel with regard to Palestine's Natural Gas reserves?

A new territorial arrangement, with the stationing of Israeli and/or "peacekeeping" troops?

The militarization of the entire Gaza coastline, which is strategic for Israel?

The outright confiscation of Palestinian gas fields and the unilateral declaration of Israeli sovereignty over Gaza's maritime areas?

If this were to occur, the Gaza gas fields would be integrated into Israel's offshore installations, which are contiguous to those of the Gaza Strip.

These various offshore installations are also linked up to Israel's energy transport corridor, extending from the port of Eilat, which is an oil pipeline terminal, on the Red Sea to the seaport - pipeline terminal at Ashkelon, and northwards to Haifa, and eventually linking up through a proposed Israeli-Turkish pipeline with the Turkish port of Ceyhan.

Ceyhan is the terminal of the Baku, Tblisi Ceyhan Trans Caspian pipeline. "What is envisaged is to link the BTC pipeline to the Trans-Israel Eilat-Ashkelon pipeline, also known as Israel's Tipline." Hamas says will not block deal
to drill for natural gas off Gaza shore
Reuters
Source
23/06/2007

Hamas said it will not hinder plans to drill for natural gas off the shores of the Gaza Strip after it took control of the coastal territory a week ago, a Hamas official said on Friday.

Sami Abu Zuhri, a senior Hamas official, said the group would not block an agreement between British gas producer BG Group Plc and the Palestinian Authority to drill for reserves discovered off Gaza's coast in 2000.

But Hamas would like to change some parts of the deal - reached between BG and the Palestine Investment Fund (PIF), which is controlled by Palestinian President Mahmoud Abbas - that Abu Zuhri said "harm Palestinian interests".

Under the current agreement, BG plans to sell the natural gas to Israel. Britain and other Western countries have isolated Hamas because of its refusal to recognize Israel and renounce violence.

"There will not be a problem to cooperate with the British company, but it is important to reconsider some things in this matter," Abu Zuhri said.

In December 2000, BG completed drilling a natural gas well offshore Gaza indicating possible reserves of around 1.4 trillion cubic feet, which the PIF said has an estimated value of e1.3 billion.

BG was unavailable for comment.

"It is premature to discuss whether Hamas wants to begin direct negotiations with the British company over drilling national gas off Gaza shores," Abu Zuhri said, but added, "We do not want to overturn existing situations."

Guess What? Lots Of Oil, Natural Gas In Gaza!

So the past three weeks the world has stood aghast at the slaughter in Gaza; mesmerized by the thought of what compels Israel to commit such atrocities? D'oh! same old story, blood for oil. Why I didn't suspect this right away bothers me. The confirmation lies below.

It would be fair to say that almost every place where innocent blood is being spilled, there is an oil resource or corridor at stake for Israel, the USA or Great Britain. Same plot, different location, different actors.

How much longer will we allow their horrid lies to continue about 'pre-emptive' self-defence and the spreading of democracy - their abominable BLOOD for OIL hegemonic atrocities? I sincerely hope you are as outraged as I am after reading the following articles. Here lies the simple truth when we stop spinning from media lies.

A Secret Behind Israel's Siege of Gaza: Palestinians Have Oil and Natural Gas Resources
"there is an abundance of oil reserves both on the strip and offshore" http://blogs.state.gov/index.php/entries/q_israeli_palestinian_peace/

"The Palestinians are, in aggregate, energy rich. For the past six years, the Palestinian Authority has been sitting on a major gas field that contains at least 1.4 trillion cubic feet (Tcf) of gas."
http://www.epalestine.com/PalestineEnergy.pdf

"Palestine was rewarded with an oil reserve 22 miles off of the coast of the Gaza Strip. The entire country was excited by this natural mineral that would hopefully provide them with the economic freedom and financial stability they desired. Unfortunately, the financial success did not come directly on the heels of their discovery"
http://www.oilandgasinvestingglossary.com/palestines_natural_gas_troubles.asp

To find the real reasons behind conflicts and wars in this world, you need to follow some or all of four things: Money, blood, power or natural resources (usually oil or natural gas but it can be cobalt like in the Congo).

Oil is behind the conflicts in Darfur, Somalia and other similar places.

The war in Afghanistan was never about finding bin Laden. It was about uniting Afghanistan into a single government so a pipeline could be constructed to bring a million barrels a day from areas north of Afghanistan, Turkmenistan, Uzbekistan, Kazakhstan and Russia to markets (http://www.lewrockwell.com/orig/sardi7.html).

We need to stop listening to what the "official" media tells us when it comes to conflicts and wars because the official media is corporate and government owned and/or controlled by government. Less than one percent of the "news" in the world today is reported and what is reported is usually heavily edited and slanted for propaganda purposes.

Governments don't want the world to know that huge genocides are going on just because of oil, gas or other natural resources. The world might get angry as a body and might organize to reject the genocides. Big Oil and Energy doesn't want that to happen because it will interfere with their profits.

Historically, it has been "efficient" for Big Energy's short-term profit line to steal resources or get them "lower than wholesale" than to pay the owners decently for them. This is how they've always done business (force by boot and gun).

The World has been watching Israel's genocide of the Palestinians for a long time but incredibly, the media never mentions the Palestinians' natural resources or the fact that Israel has thwarted Palestine's efforts to develop them.

The Palestinians are usually portrayed on television as victims of impossible, cyclical poverty. Ironic the Palestinians wouldn't have to live in poverty if Israel would let them develop their natural resources.

But developing Palestine's energy resources wouldn't be in Israel's self-interest. The oil and gas revenues would empower the Palestinians. They wouldn't have to starve to death or struggle in poverty. Empowered Palestinians would be able to invest in infrastructure of their legal government, Hamas.

Israel wants the Palestinians crushed and disappeared so Israel can expand its territories for its citizens, have better access to the sea for its navy and serve as watchdog for US and Israeli hegemony.

Israel wants the Palestinians' oil and gas for its own because Israel needs it for its country's needs. Middle eastern countries are loathe to sell their supplies to Israel. The rulers and people of area countries know that Israel has been slaughtering their Muslim kin for over six decades and it is against their morals to help Israel with energy supplies, especially fuel for Israeli tanks, airplanes and military vehicles.

To thwart Palestine from developing its energy supplies, Israel keeps the region in turmoil plus in 2005, "Israel delivered a major blow to the Palestinians' fledgling oil industry by choosing to import natural gas from Egypt. By doing this, Israel completely bypassed its neighbor in favor of making a political statement. The Israeli government feared that any money given to Palestine would be later used to fund acts of terrorism against (Israel."http://www.oilandgasinvestingglossary.com/palestines_natural_gas_troubles.asp)

Finding information about Palestine's oil and gas resources is difficult. Even wikipedia doesn't mention it nor do most encyclopedias and other academic resources.

The major corporate media has completely ignored and/or has remained blissfully ignorant about Palestinian oil and gas because it goes against the script of how powerful hidden western corporate and government interests want to portray Palestine.

Western media, Israel and the US would rather have the world see Palestinians groveling in extreme poverty and/or portrayed as "terrorists" who want to kill everyone.

Palestinians, empowered from oil and gas revenues, could live decently. Shed of their impoverished image, the world would see them as the Bright, Shining Human Beings they are. But Bright, Shining Human Beings are harder to disappear than those depicted by governments and the media as untermenschen (nazi German term for "inferior people").

If you want to know more about this important subject, the best places to look are oil and energy websites and publications.

Palestinian oil and gas is no secret in the energy field. It's just a secret to everyone else. Martha Rose Crow, M.S

The Spoils of Africa

AFRICOM China and
Congo Resource Wars

04-12-2008
By F. William Engdahl
Source
Just weeks after President George W. Bush signed the Order creating a new US military command dedicated to Africa, AFRICOM, events on the mineral-rich continent have erupted which suggest a major agenda of the incoming Obama Presidency will be for the son of a black Kenyan to focus US resources, military and other, on dealing with the Republic of Congo, the oil-rich Gulf of Guinea, the oil-rich Darfur region of southern Sudan and increasingly the Somali ‘pirate threat’ to sea lanes in the Red Sea and Indian Ocean. The legitimate question is whether it is mere coincidence that Africa appears just at this time to become a new geopolitical ‘hot spot’ or whether it has a direct link to the formal creation of AFRICOM.

What is striking is the timing. No sooner had AFRICOM become operational than major new crises broke out in both the Indian Ocean-Gulf of Aden regarding spectacular incidents of alleged Somali piracy, as well as eruption of bloody new wars in Kivu Province in the Republic of Congo. The common thread connecting both is their importance, as with Darfur in southern Sudan, for China’s future strategic raw materials flow.

The latest fighting in the eastern part of the Congo (DRC) broke out in late August when Tutsi militiamen belonging to the Congrès National pour la Défense du Peuple (CNDP, National Congress for the Defense of the People) of General Laurent Nkunda forced loyalist troops of the Forces armées de la République démocratique du Congo (FARDC, Armed Forces of the Democratic Republic of Congo) to retreat from their positions near Lake Kivu, sending hundreds of thousands of displaced civilians fleeing in the process and prompting the French foreign minister, Dr. Bernard Kouchner, to warn of the imminent risk of ‘huge massacres.’

Nkunda, like his mentor, Rwanda’s Washington-backed dictator, Paul Kagame, is an ethnic Tutsi who alleges that he is protecting the minority Tutsi ethnic group against remnants of the Rwandan Hutu army that fled to Congo after the Rwandan genocide in 1994. MONUC UN peacekeepers reported no such atrocities against the minority Tutsi in northeast, mineral rich Kivu region. Congolese sources report that attacks against Congolese of all ethnic groups are a daily occurrence in the region. Laurent Nkunda's troops are responsible for most of these attacks, they claim.

Strange resignations
The stage for political chaos in Congo was further set in September when the Democratic Republic of Congo’s 83 year old Prime Minister, Antoine Gizenga, resigned after two years. Then at end of October, with suspicious timing, the commander of the United Nations peacekeeping operation, the Mission de l'Organisation des Nations-Unies au Congo (MONUC, Mission of the United Nations Organization in the Congo), Spanish Lieutenant General Vicente Diaz de Villegas, resigned after less than two months on the job, citing, ‘lack of confidence’ in the leadership of DRC President Joseph Kabila. Kabila, the Congo’s first democratically elected President, has also been involved in negotiating a major $9 billion trade agreement between the DRC and China, something which Washington is clearly not happy about.

Nkunda is a long-standing henchman of Rwandan President, US-trained Kagame. All signs point to a heavy, if covert, USA role in the latest Congo killings by Nkunda’s men. Nkunda himself is a former Congolese Army officer, teacher and Seventh Day Adventist pastor. But killing seems to be what he is best at.

Much of Nkunda's well-equipped and relatively disciplined forces are from the bordering country of Rwanda and the rest have been recruited from the minority Tutsi population of the Congolese province of North Kivu. Supplies, finance and political support for this Congolese rebel army come from Rwanda. According to the American Spectator magazine, ‘President Paul Kagame of Rwanda has long been a supporter of Nkunda, who originally was an intelligence officer in the Rwanda leader's overthrow of the Hutu despotic rule in his country.’

As the Congo News Agency reported on October 30, ‘Some have bought into the pretext of an endangered Tutsi minority in Congo . They never fail to mention that Laurent Nkunda is supposedly fighting to protect "his people". They have failed to question his true motives which are to occupy the mineral-rich North-Kivu province, pillage its resources, and act as a proxy army in eastern Congo for the Tutsi-led Rwandan government in Kigali. Kagame wants a foothold in eastern Congo so his country can continue to benefit from the pillaging and exporting of minerals such as Columbite-Tantalite (Coltan). Many experts on the region agree today that resources are the true reason why Laurent Nkunda continues to create chaos in the region with the help of Paul Kagame.’

The USA role and AFRICOM

Evidence which was presented in a French court in a ruling made public in 2006 claimed that Kagame was responsible for organizing the shooting down of the plane carrying Hutu President of Rwanda, Juvénal Habyarimana, in April 1994, the event that set off the indiscriminate killing of hundreds of thousands of people both Hutu and Tutsi.

The end result of the killings in which perhaps as many as a million Africans perished was that US and UK backed Paul Kagame—a ruthless military dictator trained at the US Army Command-General Staff College at Fort Leavenworth Kansas—was firmly in control as dictator of Rwanda. Since then he has covertly backed repeated military incursions by General Nkunda into the mineral-rich Kivu region on the pretext it was to defend a small Tutsi minority there. Kagame had repeatedly rejected attempts to repatriate those Tutsi refugees back to Rwanda, evidently fearing he might lose his pretext to occupy the mineral riches of Kivu.

Since at least 2001 according to reports from Congo sources, the US military has also had a base at Cyangugu in Rwanda, built of course by Dick Cheney’s old firm, Halliburton, conveniently enough near the border to Congo’s mineral-rich Kivu region.

The 1994 massacre of civilians between Tutsi and Hutu was, as Canadian researcher, Michel Chossudovsky described it, ‘an undeclared war between France and America. By supporting the build up of Ugandan and Rwandan forces and by directly intervening in the Congolese civil war, Washington also bears a direct responsibility for the ethnic massacres committed in the Eastern Congo including several hundred thousand people who died in refugee camps.’ He adds, ‘Major General Paul Kagame was an instrument of Washington. The loss of African lives did not matter. The civil war in Rwanda and the ethnic massacres were an integral part of US foreign policy, carefully staged in accordance with precise strategic and economic objectives.’

Now Kagame’s former intelligence officer, Nkunda, leads his well -equipped forces to take Goma in the eastern Congo as part of an apparent scheme to break the richest minerals region away from Kinshasha. With the US military beefing up its presence across Africa under AFRICOM since 2007, the stage was apparently set for the current resources grab by the US-backed Kagame and his former officer, Nkunda.

Today the target is China
If France was the covert target of US ‘surrogate warfare’ in 1994, today it is clearly China, which is the real threat to US control of Central Africa’s vast mineral riches. The Democratic Republic of Congo was renamed from the Republic of Zaire in 1997 when the forces of Laurent Désiré Kabila brought Mobutu's 32 year reign to an end. Locals call the country Congo-Kinshasa.

The Kivu region of the Congo is the geological repository of some of the world’s greatest strategic minerals. The eastern border straddling Rwanda and Uganda, runs on the eastern edge of the Great African Rift Valley, believed by geologists to be one of the richest repositories of minerals on the face of the earth.

The Democratic Republic of the Congo contains more than half the world’s cobalt. It holds one-third of its diamonds, and, extremely significantly, fully three-quarters of the world resources of columbite-tantalite or “coltan” -- a primary component of computer microchips and printed circuit boards, essential for mobile telephones, laptops and other modern electronic devices.

America Minerals Fields, Inc., a company heavily involved in promoting the 1996 accession to power of Laurent Kabila, was, at the time of its involvement in the Congo’s civil war, headquartered in Hope, Arkansas. Major stockholders included long-time associates of former President Clinton going back to his days as Governor of Arkansas. Several months before the downfall of Zaire’s French-backed dictator, Mobutu, Laurent Desire Kabila based in Goma, Eastern Zaire had renegotiated the mining contracts with several US and British mining companies including American Mineral Fields. Mobutu’s corrupt rule was brought to a bloody end with the help of the US-directed International Monetary Fund.

Washington was not entirely comfortable with Laurent Kabila, who was finally assassinated in 2001. In a study released in April 1997 barely a month before President Mobutu Sese Seko fled the country, the IMF had recommended "halting currency issue completely and abruptly" as part of an economic recovery programme. A few months later upon assuming power in Kinshasa, the new government of Laurent Kabila Desire was ordered by the IMF to freeze civil service wages with a view to "restoring macro-economic stability." Eroded by hyperinflation, the average public sector wage had fallen to 30,000 new Zaires (NZ) a month, the equivalent of one US dollar.

According to Chossudovsky, the IMF's demands were tantamount to maintaining the entire population in abysmal poverty. They precluded from the outset a meaningful post-war economic reconstruction, thereby contributing to fuelling the continuation of the Congolese civil war in which close to 2 million people have died.

Laurent Kabila was succeeded by his son, Joseph Kabila who went on to become the Congo’s first democratically elected President, and appears to have held a closer eye to the welfare of his countrymen than did his father.

Now, in comes the new US AFRICOM. Speaking to the International Peace Operations Association in Washington, D.C. on Oct. 27, General Kip Ward, Commander of AFRICOM defined the command's mission as, ‘in concert with other US government agencies and international partners, [to conduct] sustained security engagements through military-to-military programs, military-sponsored activities, and other military operations as directed to promote a stable and secure African environment in support of US foreign policy.’

The ‘military operations as directed to promote a stable and secure African environment in support of US foreign policy,’ today, are clearly aimed squarely at blocking China’s growing economic presence in the region.

In fact, as various Washington sources state openly, AFRICOM was created to counter the growing presence of China in Africa, including the Democratic Republic of Congo, to secure long-term economic agreements for raw materials from Africa in exchange for Chinese aid and production sharing agreements and royalties . By informed accounts, the Chinese have been far shrewder. Instead of offering only savage IMF-dictated austerity and economic chaos, China is offering large credits, soft loans to build roads and schools in order to create good will.

Dr. J. Peter Pham, a leading Washington insider who is an advisor of the US State and Defense Departments, states openly that among the aims of the new AFRICOM, is the objective of ‘protecting access to hydrocarbons and other strategic resources which Africa has in abundance ... a task which includes ensuring against the vulnerability of those natural riches and ensuring that no other interested third parties, such as China, India, Japan, or Russia, obtain monopolies or preferential treatment.’

In testimony before the US Congress supporting creation of AFRICOM in 2007, Pham, who is closely associated with the neo -conservative Foundation for Defense of Democracies, stated:

‘This natural wealth makes Africa an inviting target for the attentions of the People’s Republic of China, whose dynamic economy, averaging 9 percent growth per annum over the last two decades, has an almost insatiable thirst for oil as well as a need for other natural resources to sustain it. China is currently importing approximately 2.6 million barrels of crude per day, about half of its consumption; more than 765,000 of those barrels—roughly a third of its imports—come from African sources, especially Sudan, Angola, and Congo (Brazzaville). Is it any wonder, then, that…perhaps no other foreign region rivals Africa as the object of Beijing’s sustained strategic interest in recent years. Last year the Chinese regime published the first ever official white paper elaborating the bases of its policy toward Africa.

This year, ahead of his twelve-day, eight-nation tour of Africa—the third such journey since he took office in 2003—Chinese President Hu Jintao announced a three-year, $3 billion program in preferential loans and expanded aid for Africa. These funds come on top of the $3 billion in loans and $2 billion in export credits that Hu announced in October 2006 at the opening of the historic Beijing summit of the Forum on China-Africa Cooperation (FOCAC) which brought nearly fifty African heads of state and ministers to the Chinese capital.

Intentionally or not, many analysts expect that Africa—especially the states along its oil-rich western coastline—will increasingly becoming a theatre for strategic competition between the United States and its only real near-peer competitor on the global stage, China, as both countries seek to expand their influence and secure access to resources.’

Notably, in late October Nkunda’s well-armed troops surrounded Goma in North Kivu and demanded that Congo President Joseph Kabila negotiate with him. Among Nkunda’s demands was that Kabila cancel a $9 billion joint Congo-China venture in which China gets rights to the vast copper and cobalt resources of the region in exchange for providing $6 billion worth of road construction, two hydroelectric dams, hospitals, schools and railway links to southern Africa, to Katanga and to the Congo Atlantic port at Matadi. The other $3 billion is to be invested by China in development of new mining areas.

Curiously, US and most European media neglect to report that small detail. It seems AFRICOM is off to a strong start as the opposition to China in Africa. The litmus will be who President Obama selects as his Africa person and whether he tries to weaken Congo President Joseph Kabila in favor of backing Nkunda’s death squads, naturally in the name of ‘restoring democracy.’.

Welcome

All blogs are really just small snapshots of a person's mind, heart and soul as they evolve together through life....

Small bits of the thread of life we weave together into the fabric of ourselves, in the hope we will make sense of our existence, individual and collective.

On this page, is the cloak I have fashioned from my fabric to warm myself in a universe which often makes little sense.

Inside my cloak, it is warm enough to face the blistering cold winds of the insane world in which I find myself.

If you find some a bit of 'the good stuff' here, it has been my pleasure.
